CATS Announces Updates To Future Red, Silver, and Gold Lines

CATS (Charlotte Area Transit System) held a meeting yesterday to talk about the future of the new light rail lines and public transit updates around Charlotte.

Officials released plans for the new east-west light rail line (which would eventually connect Gaston County with Matthews, NC) to run along Uptown Charlotte’s northern edge. They briefly considered a 1-mile-long tunnel under Uptown, but at an estimated price tag of over $1 billion, and countless unknown obstacles, officials decided to opt for a simpler route that would snake north of the city’s core.

The Silver Line plans now show the line running parallel with I-277 from Independence Blvd. to North Graham St., connecting with the highly anticipated ‘Charlotte Gateway Station‘.

Officials still plan on building Lake Norman’s ‘Red Line’, but since they haven’t been able to work a deal to use Norfolk Southern’s freight lines, they will just be adding new express bus services to the north until they are able to secure funding to lay a completely new line.

They plan on running express buses along the I-77 toll lanes and building 8 new park-and-ride facilities at Mooresville, Langtree, Griffith, Catawba, NorthCross, Gilead, Hambright and Northlake Mall.

CATS is also moving forward with the 2nd phase of the Gold Line streetcar, running from Central Avenue through uptown and west to Johnson C. Smith University. The $150 million plan is now scheduled to start shuttling passengers by fall of 2020.

CATS’ ambitious new plans will require substantially more funding than what was brought in by the 1/2 cent sales tax increase (totalling just $103 million last year).

Building the 3 new transit corridors (north, south-east, and west) have been estimated at costing between $6 billion and $8 billion, based on the per-mile cost of the Blue Line Extension.

They will likely need a balanced plan for federal, state, and more local tax money before they proceed with laying any new light rail track.

NoDa’s Charm is Like a ‘Quirky Mayberry’ – Neighborhood Stories

Most people new to Charlotte know NoDa as the funky place to visit for music and dining. Native Charlotteans and long-time NoDa residents have an appreciation for how far NoDa has come and how it’s history has shaped the community.

The neighborhood is located just two miles from Uptown Charlotte with a business section and residential area.

From North Charlotte to NoDa

North Charlotte started as a mill village in the early 1900’s. Mill workers from Mecklenburg, Johnston and Highland textile mills lived with their families in small one-story homes. Later in the century, the mills closed and the residents fell onto hard times. Houses were in disrepair and slowly the area became an undesirable place to live.

North Charlotte became known for its drug houses and prostitution.

The revitalization of the neighborhood started in the late 1980’s and early 1990’s. It was driven by artists, Paul Sires and Ruth Ava Lyons through the work they did at Center of the Earth Gallery, then located on North Davidson Street. The word, “Historic” was added to North Charlotte and with the help of monthly gallery crawls and music at the Neighborhood Theatre and Fat City, more people were attracted to the area. Eventually the name “Historic North Charlotte” gave way to NoDa.

Long-time residents agree that the neighborhood is safer and has more options for entertainment, shopping and food. NoDa Neighborhood and Business Association (NBA) board member Matt Lemere has been a resident since 2008. He said, “It’s definitely changed. I go back and forth on whether it’s good or bad. It’s way more safe, but it’s lost what people knew NoDa of in the 90’s. It’s lost that grittiness.”

Several businesses in NoDa pay tribute to the past that makes the neighborhood endearing to its residents. The Blind Pig, Jack Beagles and the NoDa Company Store feature murals that depict the history of the area. The chicken thief painted on the side of the Company Store always raises an eyebrow.

“The businesses play off our history, which is awesome. They keep it alive as well,” Lemere said.

A Place to Stay

Kati Mayo and her family have owned a home in NoDa for 19 years. She said, “We’ve stsoftball-group1ayed because we love our house, our NoDa friends, the neighborhood parks, the walkability to restaurants, entertainment and the magnet elementary school.”

Michael Fleming has rented in NoDa since 2013. He describes NoDa as a ‘quirky Mayberry.’ He said, “Everyone knows each other and you’re nice to each other. You have good neighbors.”

Business owners and residents have jumped in to coordinate NoDa’s Farmer’s Market, weekly softball games, Eclectic Market, Noda Parent’s Half-Assed Easter Egg Hunt and Halloween Party.

With artists like David French and Osiris Rain and musicians from the Molly Wopps, Broken Napoleons and The New Familiars living and working in NoDa, there are many opportunities to support the local talent.

100_1982_art-bLemere said, “Anytime there’s some sort of pubic gathering for them, whether it’s musicians, artists or our Ghosts and Legends Tour, people come out to support their friends, and to sound cheesy, their family, in our neighborhood doing stuff in the neighborhood. It’s a very welcoming experience to be a part of that.”

NBA has several committees that plan events throughout the year. The All Arts Market provides inexpensive space for local artists to sell their products. Kidoween, Ghosts and Legends, Drinks n’ Things and Krampus Crawl are other popular events for the community.

Inevitable Growth

The LYNX Blue Line coming to NoDa in the next year will create even more growth. The NBA has been actively involved with the city and developers. NBA often critiques the designs and have been known to send developers back to the drawing board to come up with more unique ideas. NBA board member, Lauren Schalburg has lived in NoDa since 2006. She said, “There’s one building that we have coming in. We call it the tetris building because we’ve had them work in so many architectural protrusions.”

Residents recognize that change is inevitable. Lemere said, “That’s where you get that weird – is it good or bad that we are evolving? Because it’s safer here and there’s more options. With that comes a cost. How does that balance out? I think that’s the big challenge for the neighborhood.”

Sustain Charlotte is now seeking nominations for the 2019 Charlotte Sustainability Awards. Do you know a person, project, plan, business, or nonprofit that deserves to be honored for advancing smart growth and sustainability in Charlotte? Nominate them for a Charlotte Sustainability Award!

The Bible Belt and Its Influence on Gambling in North Carolina

We hear a lot about the Bible Belt – but how is it actually defined? The first recorded use of the phrase came when the writer H.L. Mencken coined it in 1925 in an article in the Baltimore Sun.

As the name suggests, it was the religious nature of the states in question that led to the name “Bible Belt”. The prominent faiths, which remain today, are Southern Baptists, Methodists, and evangelical Christians. Therefore the predominantly Catholic Louisiana and demographically diverse southern and central Florida are not included.

As you’d expect, this strong religious faith shown by the inhabitants of Bible Belt states has traditionally gone hand in hand with fairly conservative values and a strong support of the Republican party both on a state and a national level.

This has filtered down to views on other moral issues, such as gambling. Last year was something of an upheaval for the gambling industry in the US. The Supreme Court overturned the previous ban on sports betting, which effectively allowed states to pass their own laws permitting betting and gambling.

Here we look at how this might still have a chance of taking effect in North Carolina – despite its social concerns around gambling and betting. Let’s take a look at why.

A history of gambling in North Carolina

North Carolina remains one of the more hardline states when it comes to gambling, with some of the most restrictive laws. To put this into a historical perspective one has to go back to 1764, when gambling was banned completely. It was then decided to slacken the rules slightly to allow games of chance but to allow personal winning to a maximum limit of 5 shillings a day. This led to a rise in gambling of various kinds so the legislature felt it necessary to step in by banning gaming tables in 1791 and card games in taverns in 1799.

Around two hundred years later, in the 1970s, there were the first stirrings of a call to introducing horse racing and pari-mutuel betting into the state. There were also rumblings that a state lottery should be introduced to raise valuable funds for sectors including education. But there was still considerable resistance on social, moral and religious grounds.

Nevertheless, the pressure continued to mount not just for a lottery to be introduced but also to issue a compact to allow the Cherokee tribe to open a casino and follow a trend that had already started to take hold in many other states. Therefore, in November 1997 the Cherokee casino opened, albeit with a number of restrictions placed on its operation. For example, it was not permitted to feature live dealers, only electronic table games and slots.

In terms of the lottery, this was still many years away and the first ticket wasn’t to be sold until March 2006, some 42 years after New Hampshire had been the first state in the country to introduce this valuable form of revenue generation.

Cracking down on illegal gaming

When the North Carolina lawmakers bowed to public opinion and created the state lottery in 2005, it was also used as an opportunity to crack down on the illegal video poker that had become widespread across North Carolina. Machines were commonplace in bars and stores, but many were far more than were officially permitted. Plus, many more were also exceeding the legal payout limits. State county sheriffs lobbied for them to be outlawed – a wish that was duly granted.

However, as soon as the ban was introduced, a new type of sweepstakes video game started to appear. This got around the law by letting players gamble by paying for phone or internet time. While the machines looked and played like slots games, the machine’s owners claimed that they were just entertaining displays that revealed a prize.

To date it’s a loophole that’s being upheld. Each one pays the state around $20,000 a year – and this revenue-driving element might be the factor that sees a greater expansion of gambling in North Carolina.

The financial benefits of legalizing gambling

To give an idea of the kind of revenue gambling already brings into North Carolina, each year the state lottery provides over 5% of the education budget. This has helped to fund everything from reducing class sizes to the building of new schools. Turning to the Cherokee casino’s contribution: over the 30 years that the current contract is scheduled to last, it will put $90 million into the state’s coffers.

So it stands to reason that North Carolina might look to legalize more forms of gambling and benefit from more revenues it can then reinvest in public services such as schools, hospitals and transport. The current ban doesn’t stop people gambling – it just encourages many players head over the border to Georgia, Virginia and South Carolina to exploit their more liberal gambling laws.

Of course, that’s just factoring in the land-based casino options. There are far many more exciting options open to today’s gamblers – including online casinos, which appeal to millions of players for their convenience and game quality. The global online gambling market is forecast to be worth a cool $60 billion by 2020 – and likely considerably more if the US begins to legalize it state by state, which is what many people are predicting.

Pre-empting the outcome of the court’s decision last year, a spokesman for South Carolina Henry McMaster suggested that the Governor thinks any bill to legalise sports betting would be “a loser and inconsistent with the core beliefs of South Carolinians”.

Whether this is a sentiment shared by North Carolina Governor Roy Cooper is not known. But his relatively slim grasp on power means that the more traditional Republican elements in state government could have the power to quash any attempts to legalize sports betting – as appears to be in their interests, due to high-profile land-based casino magnate Sheldon Adelson being one of the GOP’s primary donors.

Having said this, once it was thought that no Native American-run casino in North Carolina would ever have live dealers. But commercial imperatives and a desire to attract more players means that today they are permitted in the state’s Cherokee casinos. So will history repeat itself, or will North Carolina’s conservative nature stand firm?

Missing 3-Year-Old NC Boy Found Last Night In Briar Patch

Last night, first responders with the First responders with the Craven County Sheriff’s department were given a tip about the possible location of 3-year-old Casey Lynn Hathaway, who had been missing for 2 days. After several hours of searching around the given area, they discovered him in a briar patch in relatively good health.

The boy was found in Craven County off Aurora Road near the intersection of Roler Road.

Casey’s aunt Breanna Hathaway posted on Facebook that the young boy told family members that “he hung out with a bear for two days.” She said that her nephew’s safety is a “miracle” and that, “God sent him a friend to keep him safe.”

Yesterday afternoon, a 3-year-old boy went missing in a small North Carolina town.

Casey Lynn Hathaway is 2’4″ tall and weighs 25 lbs with blond hair and brown eyes. He was last seen with dark-colored pants and a blue coat.

According to police, the boy’s grandmother was watching him and 2 other children when Casey went missing behind her house on Toler Rd. in Ernul, NC;

He was last seen around 1:45 p.m. and police were contacted about 45 minutes later.

The grandmother told police the young boy was not properly dressed for last night’s temperatures in the mid-30s.

The Sherrif’s office released a statement yesterday asking everyone in the area to “check storage sheds, vehicles, and their property for the child.”

Hundreds of Enul residents have joined the Craven County Sheriff’s Office, State Highway Patrol, New Bern Police Department, North Carolina SBI, FBI, and Pamlico County Sheriff’s Office K9s in searching for the young child.

Charlotte Approves Plans For New SouthPark Tower

The City of Charlotte just approved plans for the construction of a new 10-story-tall tower in SouthPark.

Lincoln Harris will name the new 356,000 square feet building ‘Capitol Towers 3’ as it’s now the third building in the speculative project, first started in 2014.

The new tower will feature 340,000 square feet of office space and 16,000 square feet of retail space in a building up to 180 feet in height, according to the site plan.

The approved zoning proposal requires Lincoln Harris to make $125,000 worth of pedestrian improvements around the development, including;

  • Providing a southbound left turn lane with approximately 325 linear feet of storage on Barclay Downs Drive to Fairview Road.
  • Installing at least 3 2-message blank out signs (“No Turn on Red” and “Right Yield to Pedestrians”) for all approaches.
  • Installing audible push buttons for all crosswalks not already improved.
  • Install or contribute funds for approximately 700 linear feet of multi-modal trail (“The Loop”) in the area bisecting Carnegie Boulevard.

3 People Shot Outside Charlotte Family Dollar – Police Now Looking For Suspect

3 people were shot outside an East Charlotte Family Dollar this afternoon, according to officials.

CMPD officers arrived at the Family Dollar off Milton Rd. at about 4pm after witnesses called 911. Witnesses told police the suspect had fled on foot.

Officers are now using a K9 and helicopter to assist them in the search for the shooter.

The victims are expected to survive.

The Carolina Panthers Are Heading To London For The First Time in Franchise History

The Carolina Panthers are heading to London!

They’ll be playing overseas this coming fall for the first time in Panthers franchise history. The game will be an international matchup between Carolina and Tampa Bay with the Bucs playing as the home team (meaning we’ll still have 8 home games this season).

The organization tweeted out the big news yesterday on Twitter;

“I’ve had the chance to play and coach in London before and those were unbelievable experiences,” said head coach Ron Rivera, who played in London with the Bears in the 1986 preseason and coached in London with the Chargers in the 2008 regular season. “The fans are outstanding and they have such fervor for the game. It’s a great opportunity for our franchise and for our players and coaches to get international exposure.”

The Panthers also tweeted out a video of what the game might sound like with true British commentators;

The date, time, and venue of the game will be announced this spring when the full NFL schedule is released.
