The Governor of North Carolina has just declared June 1st, 2020 as a Day of Mourning to honor all those who have passed from COVID-19, including over 100,000 American lives and almost 1,000 North Carolina lives.

“This is an opportunity to remind ourselves that our death count is not just a number, it represents people, communities and families in mourning,” Governor Cooper remarked in a press release. “I encourage North Carolinians to join in this moment of silence in honor of the people we have lost and their loved ones who are struggling in the wake of this cruel virus.”

Over 100 faith leaders from across the country will be leading a national moment of silence today at 12pm EST.

Governor Cooper has ordered all state flags to be lowered to half-staff.

Charlotte’s Joedance Film Festival Announces “Reimagined” Joedance Virtual Film Festival

Joedance Film Festival is making a strategic pivot in wake of COVID-19 and will reimagine the 11-year-old event as Joedance Virtual Film Festival, August 6-8, 2020, rather than the traditional venue, Charlotte Ballet.

The plan is to return to Charlotte Ballet for the 2021 Festival.

Joedance Virtual Film Festival will live-stream Thursday and Friday (Aug. 6-7), 7:30-10:30 p.m., and Saturday, for student films, 1-2 p.m. Tickets, which start at $10 (students) and $20 (regular) and $70 (all-access passes), can be purchased through the following link on the Joedance website.

Joedance, which includes the annual film festival during the first full weekend in August and related events year-round, honors the memory of Joe Restaino by raising funds and awareness for pediatric cancer research at Atrium Health’s Levine Children’s through an annual film festival featuring directors, producers, writers and actors who share a connection with the states of North Carolina, South Carolina, Georgia and Tennessee. The family chose a film festival to honor Joe Restaino because of his love of movies.

Joedance supports research and clinical trials for pediatric sarcomas, blastomas and brain tumors.

Joe Restaino

Joe Restaino died of osteosarcoma on January 8, 2010, at the age of 20. A resident of Fourth Ward in Charlotte, Restaino graduated with high honors and was a varsity swimmer at The McCallie School in Chattanooga in 2008 before moving on to the University of Pennsylvania. He was treated for the first occurrence of the disease in 2006 during his high school sophomore year. The cancer recurred in 2008 during his senior year at The McCallie School. The third recurrence of his cancer happened his freshman year at Penn. Joe withdrew from school to be with his family.

During the 2008 graduation ceremony at McCallie – which Joe Restaino was able to attend between cancer treatments – he received the Campbell Award, one of the school’s highest honors, voted on by the student body. In 2007, Joe Restaino established the Bone Cancer Awareness Walk at The McCallie School and continued to raise money for pediatric cancer research. (That walk is now held jointly with Girls Preparatory School of Chattanooga and has been renamed Mission: Remission.) In August 2010, eight months after Joe’s death, his family established the Joedance Film Festival to support the research and clinical trials for rare pediatric cancer at Atrium Health’s Levine Children’s.

Over A Dozen Charlotte Churches Organized NC’s Largest Racial Justice Protest To Date

At least 3,000 people marched through the streets of Uptown Charlotte yesterday afternoon to take part in the largest racial justice protest our state has seen since the tragic murder of George Floyd.

“It Ends Now Charlotte” organized the protest in collaboration with over a dozen Churches around our city, including: Multiply Church, Uncommon Church, Christ Central Church, Mosaic Church, South Tryon Community Church, Beloved Community Church, The Encounter Church, The Exchange Church, and several others.

According to the organization’s event page:

“It Ends Now is a praise and protest movement to end complacency and bring forth a new season of racial justice and equality through the release of lament, the practice of repentance, and the promise of hope.” 

The protest began at 1pm in Uptown Charlotte’s First Ward Park as thousands of people flowed in from all directions, including Charlotte’s Mayor Vi Lyles and NC Senator Jeff Jackson:

The march then regathered in First Ward Park, where several leaders and pastors spoke, including Sanchez Fair, who said:

“What happens next? Whatcha gonna do tomorrow? Whatcha gonna do the next day? Who you gonna call? What you gonna listen to? What stories are you going to learn about this week…and the next week? How are you gonna fight for our children?

So my challenge, and my hope…and I pray that I’m not disappointed…is that it ends now. No more lip service.”

Almost a decade after North Carolina banned video poker machines, players in the Tar Heel State have found another form of entertainment. Fish game tables are flourishing across the state and operators say that the act of playing these games is not breaking any laws. According to the operators, the money won by playing fish game tables is based on skill and not luck, and therefore doesn’t constitute gambling.

Very popular, but is it legal?

But some North Carolina authorities don’t agree. They believe that fish tables are a form of gambling and in recent months have begun to crack down on arcades offering these games. 

What are Fish Table Games?

Fish table games are large video games mounted on tables. Players use a joystick to shoot at large fish “swimming” around on the giant screens. Each fish has its own odds, and you are rewarded each time you catch/shoot a fish. The rarer your catch, the more points you earn and the higher you’re paid out.  The fish are different from one another and sometimes appear in the form of a sea dragon, whale or monster crab.  

The points that players win the game can be redeemed for real cash, or they can keep them in the form of credits to use for future play.

So is it Illegal or Isn’t it?

Last month, deputies raided an arcade in Salisbury, charging the operators for fronting for an illegal casino. Gaming equipment was seized, including four fish tables, each with 38 terminals.  According to a police report, authorities had kept the facility under surveillance for two months before the raid. They said that arcade operators allowed their patrons to bet on fish table games, therefore violating state laws.

But is it really illegal to play fish table games in North Carolina? The State’s Bureau of Investigation hasn’t been able to clarify whether the games are legal. Nor has the Attorney General’s office. 

This situation has led to a lot of confusion across the board. Some cities have banned fish table games altogether, while others allow arcades to advertise openly.

Salisbury’s authorities made it known that they interpreted the games as a form of gambling. At the beginning of the year, the Rowan County Sheriff’s office informed all arcade operators that it intended enforcing state laws pertaining to illegal gambling. Warnings were issued to arcades and other properties, telling them to shut down their operations by January 20th. 

Salisbury Arcade had a “History”

In the case of the recently raided property in Salisbury, the property was closed following the search.  

Without any connection to the fish table game controversy whatsoever, it is of interest to note that the arcade was the scene of a murder two years ago. In 2018, Albemarle barber, James Christopher Davis was shot at the property and later died. 43 year old Dedric Michelle Mason was charged with second degree murder.

Strange Gambling Laws Abound Around the World

It’s incredible to see how much laws vary when it comes to gambling regulations around the world. Most countries take a rational view on this form of entertainment, allowing it in some form or another with differing levels of regulation. However, some countries and US states take things to the extreme. They do all that they can to make it next to impossible for players to enjoy things as simple as bingo or the lottery.

  • North Carolina and Bingo: North Carolina gets top-honor since this article is all about the Tar Heel State after all. For example, a single bingo session may not last more than 5 hours, organizations can’t host more than two bingo tournaments in a single week, and tourneys can’t be held on consecutive days.
  • Alabama and Card Games on a Sunday: Alabama has some interesting rules that cover what can and can’t be done on the Sabbath. According to state laws, it’s illegal to do a long list of things on a Sunday, including “shooting, hunting, gaming, card playing or racing.” So, if you go by the dry letter of the law, playing dominoes, Monopoly and obviously poker are definite no-nos for weekend entertainment in Alabama!
  • West Virginia and Outhouse Gambling:  Yes, you read that correctly. Someone, somewhere back in West Virginian history, felt that it was important to specify that tavern or hotel owners are forbidden to host gambling games in their outhouses. Even worse, if you’re caught allowing this sinful behavior, you’re guilty of a misdemeanor and you could be heading to jail for up to four months and losing your business license!

City Council for Charlotte Considering a $50M Small Business Support Plan

The government leaders for Charlotte city are starting to put the wheels in motion for a $50 million federally funded small business payout, which is intended to help small and local businesses bounce back from the current pandemic.

The proposal was introduced last Monday in the afternoon and was presented to the workforce and business development committee for Charlotte City. A recovery task force aimed at helping small businesses met on Tuesday to discuss the matter further. Ultimately, all components of the plan need to be approved by the council and its 11 members.

Initially, $35 million is needed to inject into small business, which will come from the Federal Reserve. Another $15 million is expected to be paid out on top of this, but will not be decided on until after summer. The money will be available to divvy out from September 30.

It’s important to consider all options right now to keep small businesses afloat until the virus has run its course. Personal or car title loans are great ways to keep the bills paid until the doors can open again. Charlotte City to Receive Relief Fund As Well

James Mitchell, a council member, says that small businesses need it, and have been suffering as a result of the pandemic since March. The Coronavirus Relief Fund from the Federal Reserve comprises $154 million for Charlotte City, which is one of 36 cities that will benefit. The city manager Marcus Jones said to council members that the money needs to be used for things like expenses that have been created as a result of the pandemic. However, the money is not to be counted as part of the city’s recent budget. 

Assistant city manager Tracy Dodson explained the strategy to council members in the meeting on Monday, but remained vague about specific amounts, and what would be delegated where. Once the package has been decided on by the council by May 26, it will have the room to grow by as much as $35 million. The strategy laid out to council was deliberately broad, as more work is needed to discuss specifics.

Various programs will be required to meet the guidelines laid out by the Federal recovery committee. Other aspects of the city like the city transit system and the airport will receive separate allocations of money from the fed.

Small Business Grants Have a Limit

The city already has as much as $1 million in a grant pool for small businesses. However, these small businesses are defined as not having more than five employees. These funds cap out at $10,000. Already, the city has received as many as 327 applications from small companies who are asking for relief.

The coronavirus pandemic is something that has affected everyone, no matter what demographic they fall into. However, small businesses have been hit particularly hard, as rent and business loans become virtually impossible to keep paying without any money coming through the door.

With city groups coming together and creating surpluses where they can, it shows the human side of governmental bodies as we all collectively continue to combat this issue.
