North Carolina Moving To Phase 3 – Stadiums, Theaters, and Bars Can Soon Reopen

Governor Cooper has just announced plans to officially move the state from Phase 2.5 to Phase 3 this coming Friday as COVID-19 numbers continue to decline across North Carolina.

The new phase will mean that outdoor venues will be allowed to restart live events, and movie theaters, bars, and amusement parks will finally be allowed to reopen.

During today’s announcement Governor Cooper also talked about the possibility of allowing school students to go back to full in-person learning if numbers continue to decline.

“Our top priority remains getting children back to in-person learning. This month marks a major shift for many families now and in the coming months as schools open their doors, some for the first time since the pandemic,” said Governor Cooper. “The virus continues to spread, so we must take the next steps methodically, and responsibly.”

The new Phase 3 provisions include the following:

  • Large outdoor venues with seating greater than 10,000 may operate with 7% occupancy for spectators.
  • Smaller outdoor entertainment venues, like arenas or amphitheaters, may operate outdoors at 30% of outdoor capacity, or 100 guests, whichever is less.
  • Movie theaters and conference centers may open indoor spaces to 30% of capacity, or 100 guests, whichever is less.
  • Bars may operate outdoors at 30% of outdoor capacity, or 100 guests, whichever is less.
  • Amusement parks may open at 30% occupancy, outdoor attractions only.
  • The limits on mass gatherings will remain at 25 people indoors and 50 people outdoors.
  • The 11 pm curfew on alcohol sales for in-person consumption in locations such as restaurants and outdoor bars will be extended to October 23.

NC’s Fort Bragg Building The Largest Floating Solar Power Plant in Southeast

The U.S. Army’s Fort Bragg in North Carolina will soon be home to the largest floating solar plant in the Southeast – a 1.1-megawatt (MW) system as part of a Utility Energy Service Contract (UESC) awarded to Duke Energy.

The $36 million contract will focus on energy resilience and security at Fort Bragg: infrastructure modernization including lighting and water upgrades, heating, ventilation and air-conditioning and boiler system improvements.

“As a leader in solar energy, we’re excited to bring this unique project to Fort Bragg,” said Melisa Johns, vice president, Distributed Energy Solutions at Duke Energy. “This project takes a comprehensive look at the way energy is being used at Fort Bragg and will lead to more efficient energy use and significant cost savings.”

Ameresco, Duke Energy’s prime contractor, will build the 1.1-MW floating solar PV system on the Big Muddy Lake located at Camp Mackall. Fort Bragg will own and operate the system once construction is completed. Construction is expected to begin in November.

“We approached Duke Energy with the idea of a floating solar array unsure of how they would respond to the innovative concept,” said Audrey Oxendine, Fort Bragg Energy and Utilities Branch Chief. “However, Duke Energy was excited to take on the challenge and work with us to make an idea into reality.”

The floating solar installation will be paired with a 2-MW battery energy storage system. The system will supplement power to Fort Bragg from the local grid and provide backup power during electric service outages.

Floating solar power could have a big future. The U.S. Department of Energy’s National Renewable Energy Laboratory (NREL) researchers estimate that installing floating solar photovoltaics on the more than 24,000 man-made U.S. reservoirs could generate about 10 percent of the nation’s annual electricity production. Currently, floating solar makes up only about 1-2 percent of the world’s solar capacity.

About 90 percent of the floating solar capacity in the world is in Asia. However, the technology can take advantage of water space that would otherwise go unused – like at Fort Bragg. (View and download video of a floating solar facility).

North Carolina and Duke Energy are leaders in solar energy. The state is second in the nation for overall solar power capacity. Duke Energy owns and operates 40 solar facilities in North Carolina – one of which is a 13-MW facility at the Marine Corps Base Camp Lejeune in Onslow County.

The project is part of Duke Energy’s federal business, which develops and delivers solutions that strengthen infrastructure reliability, operational resilience and energy cost performance. Duke Energy recognizes that federal and military energy infrastructure needs are diverse and uniquely complex.

19-Year-Old App State Student Dies From Covid-19

A 19-year-old student from North Carolina’s Appalachian State University has just passed away from COVID-19, according to school officials.

Last night, Sophomore Chad Dorrill, who was majoring in exercise science, passed away in Winston-Salem’s Forsyth Medical Center.

Earlier this afternoon, the University released the following statement:

“Dear Faculty, Staff, Students, Parents, and Families,

It is with the deepest sadness that I share with you that one of our students, Chad Dorrill, has died.

The hearts of the entire Appalachian Community are with Chad’s family and loved ones during this profoundly difficult and painful time. Tributes shared by friends and loved ones show the positive impact Chad had on the communities he loved and called home, which included App State and Boone.

Chad’s family has shared he had been diagnosed with COVID-19 earlier this month and suffered from later complications. Chad lived off-campus in Boone and all of his classes were online. When he began feeling unwell earlier this month, his mother encouraged him to come home, quarantine, and be tested for COVID-19.

After testing positive for COVID-19 in his home county, he followed isolation procedures and was cleared by his doctor to return to Boone. It was after his return to Boone that he had additional complications, was picked up by his family and hospitalized. His family’s wishes are for the university to share a common call to action so our entire campus community recognizes the importance of following COVID-19 safety protocols and guidelines.

Despite generally being at lower risk for severe illness, college-age adults can become seriously ill from COVID-19. As we approach the halfway mark to the last day of classes for the Fall semester, we are seeing a rise in COVID-19 cases in students. We have stringent cleaning and safety protocols in place on campus, and our students, faculty and staff are following the 3Ws by wearing face coverings, maintaining 6 feet of distance from one another and washing and sanitizing their hands and work stations. All of us must remain vigilant with our safety behaviors wherever we are in our community. We can flatten the curve, but to do so, we must persevere. From the smallest acts to the most important personal relationships, we must actively work each day to reduce the spread of this highly communicable disease.

Remember that gatherings are limited to 25 people indoors and 50 outdoors, and that in those settings, it is still critically important to maintain distance and wear face coverings. The university and the Town of Boone are enforcing these restrictions, and each of us must take seriously our personal responsibility as well. With grace and with kindness, let’s help one another to follow these important safety precautions.”

Massive Brawl Breaks Out At Northlake Mall

This past weekend, a large brawl was captured on video after several shoppers started fighting over some perceived insults.

The incident occurred just outside of Claire’s in the Northlake Mall on Saturday afternoon.

After several minutes of fighting, 2 off-duty CMPD officers got involved to break things up.

Here is a video of the aftermath of the incident (you can watch the video of the fight here on Facebook).

At this time, no arrests have been made, but police are currently searching for one person.

Outdoor Venues In Charlotte Will Reopen For Live Events Starting This Week

After months of being locked inside, Charlotte residents will soon have the chance to join their fellow human beings in watching live events in major outdoor venues.

With COVID numbers on the decline, Governor Cooper has announced that he will allow outdoor venues in North Carolin to reopen in a limited capacity starting October 2nd.

“We will continue analyzing our data as we determine how to move forward safely in other areas that may be included in the new order on October 2nd,” Cooper said during a press briefing. “In it, we hope to ease some other restrictions, while keeping in place safety protocols like masks and social distancing.”

The 2 largest venues in the Charlotte region have already announced plans to relaunch in-person events starting this week, including:

#1 Bank of America Stadium

The Panthers said they will be allowing roughly 5,300 fans to watch the game in person during their next home game on October 4th home game against the Cardinals in what they are calling ‘ticket pods’, consisting of seats in groups of 2-5 with 2 empty seats between each pod and every other row blocked off.

Tickets are now available for the Cardinals home game, as well as the next 6 home games through January 3rd. Due to the extremely limited capacity, the cheapest home tickets are now selling for $175 for the November 2nd home game against the Lions.
