North Carolina Employers Hit With 1,612 OSHA HazCom Violations Over Last 5 Years

Millions of U.S. workers handle, store, or work near hazardous chemicals every day—from cleaning solvents and industrial adhesives to flammable gases and corrosive substances. Without proper training, clear labeling, and accessible safety data sheets, employees may not fully understand the health risks they face, including respiratory illness, chemical burns, or fire and explosion hazards. Federal regulators and occupational health experts widely view hazard communication as a foundational component of workplace safety because it determines whether workers have the information needed to protect themselves.

To address these risks, the Occupational Safety and Health Administration (OSHA) established the Hazard Communication Standard (HazCom) in 1983. Often referred to as the “right-to-know” rule, the standard requires employers to classify chemical hazards, label containers, maintain safety data sheets, and train workers on safe handling procedures. Yet more than four decades after its adoption, HazCom remains one of OSHA’s most frequently cited workplace safety standards, indicating persistent compliance gaps across industries and regions.

To identify where U.S. employers are failing to warn workers about chemical dangers, Trace One—an SDS, regulatory compliance, and PLM software company serving the chemicals, food & beverage, and cosmetics sectors—analyzed OSHA enforcement data from 2021 through 2025. The analysis investigates which states and industries account for the most HazCom violations, as well as how these citation trends have evolved over time.

Which Industries Have the Most Hazard Communication Violations?

The manufacturing and construction industries account for more than half of all HazCom violations in the U.S.

HazCom violations are heavily concentrated in a small number of industries. From 2021 to 2025, the manufacturing industry recorded 10,021 violations—the highest total of any sector—followed by the construction industry with 8,678 violations. Together, these two sectors account for 50.6% of all HazCom violations nationwide during the five-year period. The next tier of industries reported significantly lower totals, including Accommodation & Food Services (2,189 violations), Retail Trade (2,005), and Public Administration (1,756), while sectors with less frequent exposure to chemical hazards, such as Finance & Insurance (13) and Information (81), recorded comparatively few citations.

Inspection totals provide additional context. OSHA does not inspect workplaces solely on a fixed schedule. Instead, the agency prioritizes inspections based on imminent danger situations, severe injuries or fatalities, and formal complaints—many of which originate from employees or labor representatives. In addition, 22 states and jurisdictions operate OSHA-approved State Plan programs that conduct their own inspections and share enforcement data with federal OSHA.

From 2021 to 2025, OSHA conducted 150,832 inspections in construction, more than twice the 64,971 inspections in manufacturing, reflecting construction’s size and risk profile. Yet despite this heightened scrutiny, only 2.5% of construction inspections resulted in at least one HazCom violation—one of the lowest rates among major industries. By contrast, 8.8% of manufacturing inspections led to a violation, suggesting that while construction is inspected more frequently, manufacturing inspections are more likely to uncover HazCom deficiencies.

HazCom violations are not evenly distributed across the country. Maryland recorded the most violations (4,370), followed by Tennessee (3,159) and Michigan (2,113)—states with substantial manufacturing and construction activity, the two industries that account for more than half of all HazCom citations nationwide. Michigan and Tennessee rank among the nation’s leading manufacturing states, particularly in motor vehicle production and advanced manufacturing. Maryland’s elevated totals align more closely with its significant construction sector, supported in part by defense-related infrastructure spending and federal contracting around the Washington, D.C. region, where the federal government is a major economic driver.

When adjusted for workforce size, the geographic landscape shifts. Alaska records the highest rate at 44.7 HazCom violations per 100,000 workers, followed by Maryland (39.0) and Delaware (26.5), while Tennessee (22.2) and Oregon (21.5) also rank among the highest on a per-worker basis. Because OSHA inspections are often complaint-driven or targeted rather than uniformly distributed across all workplaces, measuring violations on a per-worker basis provides a clearer view of enforcement intensity relative to a state’s labor force size. In smaller states such as Alaska and Delaware, concentrated industrial activity within a relatively small workforce can translate into elevated violation rates, even when total citation counts are lower than those in larger manufacturing states. Conversely, a populous state like California with a vast and diverse workforce only has 0.3 HazCom violations per 100,000 workers.

HazCom violations peaked at 37,134 citations in 1989, shortly after OSHA’s Hazard Communication Standard—first issued in 1983—was fully implemented and expanded to cover most private-sector employers. The rule was adopted to address widespread worker exposure to hazardous chemicals without consistent labeling, safety data sheets (SDS), or training requirements. Aside from a pronounced decrease in 1995—when the Clinton administration shifted OSHA to emphasize cooperative programs and reduce regulatory burden—annual HazCom violations remained relatively flat through the early 2000s.

More recently, 6,130 HazCom violations were recorded in 2025, representing a decline of 83.5% from the 1989 peak. While enforcement levels remain far lower than the decades prior, thousands of citations are still issued annually. The broader adoption of digital compliance systems—including automated Safety Data Sheet (SDS) management platforms that centralize chemical inventories, update hazard classifications, and standardize labeling—has likely contributed to improved documentation accuracy and regulatory alignment, helping large employers reduce compliance gaps over time.

To identify where these compliance gaps persist today, researchers at Trace One analyzed the latest OSHA compliance data to break down results for all 50 states and Washington, D.C. below. For more information, refer to the Methodology section.

Methodology

The data used in this study is from OSHA’s Enforcement Data and the U.S. Bureau of Labor Statistics’ Current Employment Statistics. To determine the states where U.S. employers most frequently fail to warn their workers about chemical dangers, researchers at Trace One analyzed and ranked states based on their total HazCom violations per 100,000 workers from 2021 through 2025. Violations were considered to be HazCom-related if the enforcement record referenced OSHA’s 1910.1200 standard and any of its subsections. For additional context, the total HazCom violations, share of inspections with a HazCom violation, total HazCom violation penalties, the most common HazCom violation, and the most common industry for HazCom violations were calculated for each state.

Plane Crashes Into Cow Pasture Near Charlotte – Two Airlifted To Hospital

Two people were injured Sunday afternoon after a small plane crashed into a cow pasture near a Charlotte-area airport.

Authorities say the crash happened around 2 p.m. in the 5800 block of North Rocky River Road in Union County, just outside Indian Trail.

According to the Union County Sheriff’s Office, the aircraft had taken off from Goose Creek Airport shortly before the crash.

Officials say the plane went down in an open field near the airport with two people on board.

First responders arrived to find the pilot pinned inside the wreckage. Crews cut the pilot out of the aircraft before transporting them by ambulance to a hospital.

Authorities say the passenger was ejected from the plane during the crash. Rescue crews located the victim in the field and transported them back to Goose Creek Airport, where a medical helicopter airlifted them to a hospital.

Officials have not released the conditions of either victim.

The North Carolina State Highway Patrol responded to assist deputies at the scene.

The Federal Aviation Administration is leading the investigation. Officials say the cause of the crash remains unknown.

Goose Creek Airport is a small Charlotte-area airfield used for pilot training, recreational flying, and skydiving operations.

Authorities say more information will be released as the investigation continues.

The Catawba Nation Just Purchased 200 Acres In Rock Hill To Expand Its Sovereign Territory

The Catawba Nation has purchased nearly 200 acres in Rock Hill for $9 million, expanding its land holdings to over 1,500 acres.

According to York County tax records, the newly acquired land borders the northern part of the tribe’s reservation (the 296-acre Green Earth site).

The entire Catawba reservation includes a 710-acre main section to the south and the Green Earth site to the north, which supports housing and economic development. The tribe also owns other properties in York County through a federal trust.

Historically, the Catawba played a key role in regional trade along The Great Trading Path, exchanging furs and pottery for tools and textiles. European settlement led to the reduction of Catawba land from 144,000 acres to the nearly 710-acre reservation held in trust today, according to the Reservation’s website.

York County’s park and recreation department is developing approximately 2,100 acres on the east side of the Green Earth site as the Catawba Bend Preserve.

The Catawba Nation has also held over 300 acres in western York County since 2005 and owns land in North Carolina, including nearly 17 acres placed in trust for the Catawba Two Kings Casino project in 2018.

Grand Jury Indicts Former Sycamore Brewing Co-Owner on Nine Felony Charges

A Stanly County grand jury indicted former Sycamore Brewing co-owner Justin Brigham this week, finding probable cause on nine felony counts tied to an alleged sexual assault involving a 13-year-old.

Court records show the indictment is dated March 2, 2026 in Stanly County. Prosecutors allege the crimes occurred around Dec. 10, 2025.

The indictments include statutory rape of a child under 15, first-degree burglary, and indecent liberties with a child, according to reporting and court documents. Prosecutors also added charges after his initial arrest, including additional statutory sex offense counts involving a child, sexual exploitation of a minor, solicitation of a child by computer, and an assault charge tied to another person in the home.

Investigators allege Brigham unlawfully entered the victim’s home in Stanly County at night while the family was present. They also allege he committed sexual acts involving the child.

Brigham’s bond now totals more than $11 million, and he remains jailed in Stanly County. He is scheduled to appear for arraignment on March 30 at the Stanly County courthouse.

Separately, changes continue around the former Sycamore Brewing taproom in Charlotte’s South End. The location has been rebranded as Club West Brewing, and Brigham’s estranged wife, Sarah Taylor, has publicly moved to sever his ties to the business while pursuing divorce.

Roy Cooper vs. Michael Whatley: North Carolina’s 2026 Senate Showdown Is Set

Former North Carolina Gov. Roy Cooper and former Republican National Committee chair Michael Whatley will face off this fall for North Carolina’s open U.S. Senate seat after both won their party primaries Tuesday, setting up one of the nation’s most closely watched 2026 midterm races.

Cooper cruised through the Democratic primary and enters the general election as a well-known statewide figure. He served as governor from 2017 to 2025 and previously won four terms as state attorney general. Democrats are betting his moderate profile can help flip a seat in Washington.

No Democrat has held either North Carolina Senate seat since Kay Hagan’s term ended in 2015. The winner in November will replace Republican Sen. Thom Tillis, who opted not to run again.

Cooper’s record as governor includes expanding Medicaid, increasing teacher pay, and overseeing recovery efforts after Hurricane Helene. His campaign says he is focused on affordability, health care access, public education, and job creation.

The Queen City has been selected to host the 2027 CISM Military World Summer Games, marking the first time the United States will serve as host for the prestigious international military sporting event.

The announcement, made by the CISM Board of Directors on March 29, brings the Games back after an eight-year hiatus. The last edition took place in Wuhan, China in 2019.

“We are honored to bring the CISM Military World Summer Games to the United States for the first time,” said CISM President Colonel Nilton Rolim in a press release. “Charlotte’s outstanding sporting facilities, organizational expertise, and commitment to the values of CISM make it the ideal host for this historic event.”

Organizers expect nearly 10,000 military athletes from over 100 nations to compete in 25 sports, including Olympic-style events like athletics and swimming, as well as military disciplines such as parachuting, military pentathlon, lifesaving, and shooting.

Officials say the event will deliver a major economic boost to Charlotte, positioning the city on the global stage while reinforcing U.S. leadership in military sports diplomacy. Charlotte was chosen for its proven track record in hosting international sporting events, strong sports infrastructure, and status as a sports tourism hub.
