McMaster to Sign Groundbreaking New Fentanyl Bill Amid Ongoing South Carolina Drug Crisis

South Carolina Governor Henry McMaster just announced plans to sign House Bill 3591 into law, creating a new criminal charge of fentanyl-induced homicide. The bill essentially allows prosecutors to seek up to 30 years in prison for individuals proven to have knowingly supplied fentanyl to someone who later dies from it.

McMaster said the legislation offers clear legal definitions to assist with securing convictions, despite concerns raised by some prosecutors. A group of twelve solicitors released a joint statement questioning the bill’s effectiveness, pointing instead to separate pending legislation focused on gang activity and racketeering as better tools to combat the drug crisis.

The announcement comes as South Carolina officials continue to prosecute one of the state’s largest fentanyl-related investigations. Dubbed “Devil in Disguise,” the operation spans five counties and has resulted in over 100 defendants facing nearly 400 charges.

Attorney General Alan Wilson revealed Monday that six fentanyl-related deaths have been tied to the investigation, which also netted enough fentanyl to kill two million people, more than $1 million in cash, and multiple firearms.

McMaster emphasized the bill’s importance in strengthening the state’s ability to hold drug suppliers accountable.

The new law will go into effect following his signature.

Customizing Merged PDFs: Tailoring Combined Documents to Your Needs

When it comes to managing documents, the ability to quickly combine multiple PDFs into a single, organized file is a valuable skill. However, the story doesn’t end there. Often, performing a simple merge PDF isn’t enough. We want control over the final product and the ability to tailor it to our specific needs. This is where customizing merged PDFs comes into play.

Tools and Software for Merging PDFs

Customization Options for Merged PDFs

Now that we’ve explored the tools available, let’s dive into the exciting world of customizing merged PDFs. Here are some key features that can transform your combined documents into professional and user-friendly resources:

Reordering Pages:

Imagine merging a report with appendices in the wrong order. Thankfully, most PDF merging tools allow you to effortlessly rearrange pages after the merge. Simply drag and drop pages within the merged document to achieve the desired flow.

Adding Headers and Footers:

Headers and footers add a professional touch to your merged PDF. They can display crucial information like document titles, page numbers, authors, or dates. This information helps readers navigate the document and provides context for each page. Many PDF tools offer pre-designed header and footer templates, or you can create custom ones to match your branding.

Inserting Bookmarks and Hyperlinks:

Long merged documents can be overwhelming for readers. Fortunately, you can enhance navigation and accessibility by inserting bookmarks and hyperlinks. Bookmarks are like digital sticky notes, allowing readers to jump to specific sections within the PDF. Hyperlinks can connect to external websites or other parts of the document, fostering a more interactive reading experience.

Adjusting Page Size and Orientation:

Merged documents may contain pages with different sizes or orientations (portrait vs. landscape). Most PDF editing tools allow you to adjust these settings for a consistent look throughout the document. This ensures readability and a professional presentation.

Adding Watermarks and Backgrounds:

Watermarks and backgrounds can add a layer of visual interest and branding to your merged PDFs. Watermarks can be used to display logos, company names, or confidential notices. Backgrounds can be subtle patterns or colored fills that enhance readability and create a visually appealing document.

Practical Applications of Customized Merged PDFs

The ability to customize merged PDFs opens up a world of possibilities across various industries. Here are a few examples of how customized merged PDFs can be used effectively:

Business Reports and Proposals:

Combine marketing materials, financial statements, and project details into a single, well-organized proposal for potential clients. Use headers and footers for branding, insert hyperlinks to relevant data sources, and add watermarks for confidentiality.

Educational Materials:

Merge lecture notes, supplemental readings, and online resources into a comprehensive study guide for students. Utilize bookmarks to categorize different sections, insert hyperlinks to online references, and add page numbers for easy navigation.

Legal Documents:

Combine contracts, agreements, and addendums into a single, easily referenced document. Use headers and footers to identify clauses and sections, add bookmarks for key points, and incorporate watermarks to denote confidential information.

Best Practices for Customizing Merged PDFs

While customizing merged PDFs offers various benefits, it’s important to utilize these features strategically. Here are some best practices to keep in mind:

Planning the Structure and Layout:

Before diving into customization, take some time to plan the structure and layout of your merged PDF. This includes:

  • Outlining the document flow: Determine the logical order for the merged pages. This will make rearranging pages within the editing tool much easier and faster.
  • Identifying key sections: Consider how you want to categorize different parts of the document. This might involve using headers, bookmarks, or even color-coding sections for better visual distinction.

Ensuring Accessibility:

Accessibility is crucial for ensuring everyone can access and use your merged PDF. Here are some ways to achieve this:

  • Using alternative text (alt text) for images: Alt text provides a textual description of images, which is especially helpful for visually impaired users or those using screen readers.
  • Creating logical reading order: Ensure that the reading order of the merged document aligns with the intended flow of information.
  • Maintaining proper contrast: Use sufficient color contrast between text and background for clear readability.

Maintaining Document Security:

Security is paramount when dealing with sensitive information in merged PDFs. Here’s how to protect your documents:

  • Password-protecting your merged PDF: Add password protection to restrict access to the document and prevent unauthorized modifications.
  • Setting permission levels: If collaboration is necessary, consider setting permission levels that allow others to view or comment on the document without the ability to edit it.
  • Utilizing encryption: For highly sensitive documents, consider using encryption tools to further protect the content from unauthorized access.

Challenges and Solutions in Customizing Merged PDFs

Despite the advantages, customizing merged PDFs can present certain challenges. Here are some common roadblocks and solutions:

Challenge 1: Maintaining File Size: Adding elements like images or watermarks can increase the file size of your merged PDF. This can be problematic for sharing via email or uploading to online platforms.

Solution: Utilize tools that offer file size optimization features. These tools can compress images or remove unnecessary data without compromising the quality of your document.

Challenge 2: Compatibility Issues: Merged PDFs might encounter compatibility issues when opened with different software. This can lead to formatting inconsistencies or missing elements.

Solution: Choose a PDF editing tool that generates universally compatible PDF files. Alternatively, consider saving your merged PDF in a format like Microsoft Word if widespread accessibility is a priority.

Challenge 3: Maintaining Branding Consistency: With merged documents from various sources, maintaining a consistent brand image can be tricky.

Solution: Utilize pre-designed headers and footers with your brand colors and logos. If using cloud-based solutions, consider leveraging pre-designed templates that align with your brand identity.

In conclusion, the ability to customize merged PDFs empowers you to create impactful and user-friendly documents. From well-organized business proposals to accessible educational materials, the possibilities are endless. By taking advantage of the available software options, utilizing customization features strategically, and considering best practices, you can elevate your merged documents to a whole new level.

Why Builders Are Choosing Vinyl Windows for New Construction

If your eye has been on housing trends, you will notice that build-to-rent (BTR) is exploding. BTR communities are expanding nationwide. With over 110,000 BTR units under construction nationwide, developers are responding to massive demand for single-family rentals. As more of these structures rise, developers are also opting for vinyl windows to minimize long-term costs.

Unlike wood or aluminium, vinyl has great properties that make it a win for landlords managing hundreds of units. You have to understand that vinyl windows are not just having a moment, they are quickly becoming the standard for builders across the country. Here are some of the reasons why builders are going all-in on vinyl windows:

1. Low Maintenance

When tenants move out, the faster and earlier you can get a home ready for new renters, the better and more consistent your occupancy and returns. Vinyl windows are just the ideal material you need.

They enable faster turnovers and fewer calls. When you opt for them, there’s no sanding, painting, or worrying about rot or rust. You just wipe them down, and you are ready to move the next tenant in. This level of low maintenance is important for BTR operators who want property management solutions, while also maximizing efficiency.

2. Energy Efficiency

Vinyl windows are built for performance. With the humid climate of places like Omaha, the sweltering summers and snowy winters can put building materials to the test. However, the models of vinyl windows available today have multi-chambered frames and insulated glass units. They help keep cool air inside during summer and lock in warmth through harsh winters.

This comfort upgrade in thermal performance means lower energy costs and greater tenant satisfaction. It’s why many builders see a reason in Omaha replacement windows as the best way to go for happier tenants, which will lead to stronger net operating income (NOI).

3. Cost-Effective at Scale

Every decision you make on the type of material to be used as a builder matters. This importance is further amplified when you are building 50, 100, or even 500 units. The type of material will impact your budget, timeline, and even long-term maintenance costs.

Choosing the right windows involves opting for smart and scalable solutions. These solutions should be aimed at supporting the entire lifecycle of a rental property. More expensive materials like wood or aluminium mostly have aesthetic appeal and are less durable. Unlike vinyl, which offers consistent, high-performance durability at a fraction of the cost. When you multiply that decision across hundreds of units, the financial impact is significant.

4. Design Versatility

Builders are leaning into vinyl windows for new construction because of the versatility of their design. Vinyl windows come in a wide range of sizes and styles. This includes wood-like textures and even black frames. These are features that elevate curb appeal without elevating costs.

For builders, this versatility is gold. It means you can create visual variety across a large project without juggling custom orders. The adaptable nature of vinyl options also makes it easier to meet HOA requirements or meet the general style of a neighborhood.

Endnote

As BTR continues to reshape housing across the U.S., builders are adapting with smart choices that deliver long-term value. Vinyl windows offer the perfect mix of durability, energy efficiency, cost-effectiveness, and versatility. If you plan to launch your first BTR community or add units to your portfolio, don’t overlook the power of a good window. When it comes to long-term performance, vinyl wins.

Balancing Personalization and Privacy: Marketing in the Age of Anonymity

The digital marketing landscape has changed in recent years. Companies collect consumer data to deliver personalized customer experiences that increase engagement, boost conversion rates, and foster brand loyalty. All this is done through tailored communications and offerings.

Yet there are growing concerns about data privacy. Consumers worry about how their information is collected, stored, and used. Regulatory bodies worldwide have responded with increasingly strict privacy laws. Marketing teams now face a fundamental challenge: how to provide the personalized experiences customers expect while respecting their privacy rights and preferences.

This tension creates what many industry experts call the “personalization-privacy paradox.” Customers want experiences tailored to their needs, but hesitate to share the personal information needed for this customization. The most successful companies find ways to deliver relevant ads or recommendations without sacrificing customer trust.

The Dual Challenge of Modern Marketing

The growing tension between personalized experiences versus stronger privacy protections has created a complex challenge for marketers. However, online gambling operators have navigated this balance particularly well.

Many casinos now offer no-verification options that allow players to enjoy games without sharing extensive personal information. According to expert analyses, these platforms use cryptocurrency transactions and few KYC requirements to maintain user privacy. Players can have the speed and anonymity of online gaming while still receiving customized gaming suggestions and promotions. This approach is especially popular with privacy-conscious customers who prefer playing without ID requirements.

These no-verification platforms highlight that companies must find ways to deliver relevant, personalized experiences without collecting or storing personal data. As privacy regulations tighten worldwide, businesses across sectors seek innovative solutions to this challenge.

The rise of AI and machine learning technologies has created new possibilities for privacy-preserving personalization. These tools can identify patterns and preferences from fewer data points without needing extensive personal information. This technological shift helps bridge the gap between personalization needs and privacy concerns.

Privacy and Regulations Reshaping Marketing Practices

Today’s marketing has to work under stricter privacy rules than ever before. The General Data Protection Regulation (GDPR) in Europe established a framework that requires marketing businesses to get explicit consent for data collection. The California Consumer Privacy Act (CCPA) has a similar model in the United States. These regulations force companies to rethink their data collection and usage practices.

Moreover, the regulatory environment is continuing to evolve. Various countries and regions have developed their own privacy frameworks, which have created a patchwork of requirements for global businesses. Companies will need to track these changes and adapt their marketing practices accordingly.

Consumer attitudes toward privacy have also shifted. Many people are more and more concerned about how their data gets collected, stored, and used. This concern goes beyond regulatory compliance to questions of trust. Businesses that don’t respect privacy preferences risk damaging their brand reputation and will need to find ways to rebuild their customer loyalty.

Marketing teams now work alongside legal and compliance departments to design campaigns that meet both business goals and privacy requirements. This partnership helps create ethical marketing approaches that build rather than destroy consumer trust.

The First-Party Data Trend

With third-party cookies disappearing and privacy regulations limiting data collection, first-party data has become increasingly valuable. This information comes directly from customer interactions with a company’s own channels and platforms.

First-party data typically meets higher quality standards than third-party information, as customers provide it willingly during their interactions with the brand. It allows for personalized marketing while respecting privacy boundaries.

There are various ways companies can collect first-party data. These include customer loyalty programs that offer value in exchange for information, interactive content that encourages voluntary sharing, and account creation processes that gather essential preferences. Moreover, companies can offer post-purchase surveys that collect feedback and preferences or use website behavior tracking (with consent) to understand browsing patterns.

Online casino platforms are a great example of effective first-party data usage. They track game preferences, betting patterns, and visit frequency without needing extensive personal information. This approach means they can suggest relevant games and promotions while maintaining user anonymity.

AI and Machine Learning for Privacy-Preserving Personalization

Artificial intelligence and machine learning have changed how companies face the problem of personalization-privacy balance. These technologies provide a sophisticated analysis of limited data sets. They find patterns and preferences without needing a lot of personal information.

There are several ways in which privacy-preserving personalization is supported. These techniques include federated learning, which allows AI models to learn from data without centralizing it, and the use of differential privacy, which introduces noise into data sets that protects individual privacy.

Other techniques include edge computing, where data is processed locally on devices rather than sending it to central servers. Moreover, synthetic data creation generates artificial data sets that mirror real patterns without using actual customer information.

This approach is used in industries ranging from gambling to retail and entertainment. Netflix recommends content based on viewing habits and doesn’t need personal details. Spotify suggests music based on listening patterns rather than demographic information. These examples show how companies deliver personalized experiences while respecting privacy boundaries.

Transparency and Control Build Trust Through Choice

Consumer trust is the foundation for successful marketing. Companies can build this trust through their transparency about their data practices. They can also give customers control over their information.

By giving clear privacy policies written in plain language, businesses can help customers understand how their data will be used. These policies explain what information gets collected, how it’s stored, and how it helps create better experiences. This will reduce customer anxiety about data sharing.

Companies can also give customers a choice with opt-in functions. This allows customers to choose whether to participate in data collection or not. These mechanisms should be easy to understand and use, with clear explanations of the benefits of sharing information. When customers feel in control, they often willingly share more data.

Adding preference centers allows customers to manage their privacy settings and communication choices. These tools give users control over what information they share and how companies can use it, which respects individual privacy preferences while still enabling some level of personalization.

Contextual Marketing Based on Environmental Targeting

As personal data becomes harder to collect and use, contextual marketing becomes more important. This approach targets content based on the environment where it appears rather than on user profiles.

Contextual targeting places ads based on the content a user is currently viewing. For example, a person reading an article about golf might see ads for golf equipment, regardless of their personal profile. This method also respects privacy while still delivering relevant marketing messages.

Modern contextual marketing is more than simple keyword matching. Advanced systems analyze content meaning, sentiment, and topic to place truly relevant ads. This ability makes contextual marketing more effective than other marketing trends.

Zero-Party Data

Zero-party data is information that customers intentionally share with brands when asked. While first-party data comes from observed behavior, zero-party data comes directly from customers through surveys, preference settings, and other data provided by the customer.

This approach turns the traditional data collection model upside down. Instead of tracking customer behavior behind the scenes, companies simply ask for the information they need. This directness builds trust and ensures data quality.

With zero-party data collection, companies need to provide clear value in exchange for information. Customers need to understand how sharing their preferences will improve their experience. When this value is made clear, many willingly provide the information that helps companies personalize their offerings.

Group-Based Personalization

Traditionally, marketing relied on detailed customer profiles. In contrast, modern approaches focus on patterns and behaviors without needing to identify specific individuals. Anonymous segmentation groups users based on their behavior patterns. For example, online casinos might identify segments like “weekend players,” “slot enthusiasts,” or “high-stakes bettors” without knowing the actual identities of these customers. This approach allows for targeted marketing while preserving anonymity.

Cohort analysis examines groups with similar characteristics rather than individuals. This technique identifies patterns across user segments without accessing personal information. Google’s proposed FLoC (Federated Learning of Cohorts) is a good example of this approach, grouping users with similar browsing patterns for advertising purposes.

These methods are effective marketing techniques that also address privacy concerns. They allow businesses to send relevant messages to the right audiences without collecting or storing personal data.

Future-Proofing Marketing in a Privacy-First World

Privacy regulations and consumer expectations will continue to evolve, so forward-thinking companies should develop strategies that will remain effective in a privacy-focused landscape. Privacy-by-design principles build data protection into marketing systems from the ground up. This approach considers privacy implications from the earliest stages of campaign planning. Building privacy protection into marketing processes helps companies stay ahead of regulatory changes.

Regular privacy audits should also be done to identify potential risks in current marketing practices. These reviews help companies spot problems before they lead to regulatory violations or customer trust issues. Proactive assessment allows for timely adjustments to data collection and usage practices.

Investing in privacy-enhancing technologies prepares companies for further restrictions on data collection. These technologies include advanced encryption, secure computing environments, and privacy-preserving analytics tools. By adopting these solutions early, companies will have a competitive advantage as privacy regulations tighten.

Marketing teams develop skills for operating effectively with limited data. This capability will prove increasingly valuable as data collection faces more restrictions. Teams that can extract maximum insights from minimal information will outperform competitors relying on extensive data collection.

Online Gaming Leads Privacy Innovation

The online gaming industry, particularly casinos, demonstrates creative approaches to balancing personalization and privacy. These companies face strict regulations and heightened customer privacy concerns, which means they often come up with innovative solutions.

Anonymous gaming platforms allow players to enjoy personalized experiences without creating traditional accounts. These platforms use device fingerprinting, session data, and temporary identifiers to remember preferences without collecting personal information. This approach meets both personalization and privacy needs.

Cryptocurrency payment options support anonymous transactions while maintaining security and compliance. Players can deposit and withdraw funds without sharing banking details or personal information. This payment method proves especially popular with privacy-conscious customers.

AI-powered recommendation engines suggest games based on playing patterns rather than personal profiles. These systems track which games a device user plays, how long they play, and their betting patterns. This information creates personalized recommendations without knowing the player’s identity.

The solutions developed by online gaming companies offer valuable lessons for other industries facing similar challenges. Their privacy-preserving personalization methods could transfer to many other sectors.

The Human Touch in Anonymous Marketing

Even as technology enables anonymous personalization, human understanding remains important for marketing success. Marketing teams must develop empathy for customer privacy concerns and preferences.

Customer research helps teams understand privacy expectations across different market segments. Some customer groups prioritize privacy above all else, while others willingly share information for better experiences. Understanding these differences allows for appropriate approaches to different audiences.

Testing campaigns with privacy-conscious focus groups provide valuable feedback before a public launch. These sessions help identify potential privacy concerns before they affect the broader customer base. Early feedback allows for adjustments that improve campaign reception.

Marketing professionals develop new skills for privacy-focused campaigns. These include understanding regulatory requirements, creative approaches to limited-data personalization, and ethical considerations in data usage. Professional development in these areas prepares teams for the privacy-first future.

The Competitive Advantage of Privacy-Respectful Marketing

Companies need to master the balance between personalization and privacy to enjoy a competitive advantage. As many consumers can have an almost human relationship with brands, customer relationships are based on trust and respect.

Having privacy-respectful practices will boost a brand’s reputation in the current digital landscape. Customers recognize and appreciate companies that protect their information. This recognition translates into loyalty and positive word-of-mouth.

By focusing on their privacy policies, companies can reduce their regulatory risk, which leads to long-term business benefits. Companies with solid privacy practices face fewer compliance issues and potential fines. This stability allows for more consistent marketing approaches without sudden forced changes.

As privacy restrictions increase across markets, companies with experience in limited-data marketing will outperform competitors scrambling to adapt. This preparation provides lasting advantages in the evolving marketing landscape.

NC Launches New Website To Fight Human Trafficking Across Our State

0

The North Carolina Department of Labor (NCDOL) has launched a new public website to help lodging establishments and vacation rental property managers comply with a forthcoming state law aimed at preventing human trafficking.

Beginning July 1, 2025, all lodging and vacation rental operations must comply with N.C. Gen. Stat. §130A-511 and §42A-39, which mandate human trafficking awareness training for applicable employees and contractors. Covered roles include housekeeping, maintenance, check-in/check-out, and food or beverage service. The training must be completed biannually and be approved by NCDOL.

Employers will also be required to implement formal reporting procedures and maintain records demonstrating compliance with the new regulations.

NCDOL’s new website — labor.nc.gov/human-trafficking — offers free resources including training materials, guidance on reporting suspected trafficking, downloadable signage, and a frequently asked questions section.

The law also applies to accommodation facilitators, such as online rental platforms, which must notify property managers about compliance requirements and ensure certifications are in place before listings go live.

Failure to comply could result in fines of $500 for a first offense, $1,000 for a second, and $2,000 for any subsequent violations. Intentional misstatements regarding training completion may be treated as unfair trade practices under state law.

Charlotte Is Now the Nation’s 5th Leading City for New Apartments

Downtown Charlotte added nearly as many new apartments in the past five years as it did in the entire previous decade — a surge that places it 5th nationwide for downtown apartment construction, just behind Atlanta.

While many developers have shifted focus to the suburbs, some cities are bucking the trend. Our Downtown Construction Report highlights where urban cores are still growing — through new builds, adaptive reuse, or both.

Here’s what’s happening in Charlotte:

  • 11,031 new apartments were added to downtown Charlotte over the past five years — placing it 3rd among major cities in the South, behind only Washington, D.C. and Atlanta.  These units account for 29.7% of all new apartments built in the city during that time, putting Charlotte on pace to exceed the 36.4% downtown share from the previous decade. Notably, all new units are from ground-up construction.

  • How does Raleigh compare? The city ranks 17th in the U.S. for downtown apartment construction, having added 6,243 new units to its core this decade. Today, 40.1% of Raleigh’s apartment stock is located downtown — a significant jump from 24.5% in the previous decade.

  • National trends tell a different story. The share of new apartments built downtown has dropped from 39.2% last decade to 34.7% today, while adaptive reuse projects have declined from 10% to just 6% over the same period.

York County SWAT Called In After Grandmother Opened Fire On Family

0

A 70-year-old grandmother is now in custody following a 3.5-hour standoff yesterday with York County Sheriff’s deputies and SWAT at a home on Windsong Forest Road in Clover.

Authorities responded around 11:30 am. after Cathy Carpenter allegedly fired five shots at family members through a closed door. No one was injured. The incident followed a court ruling earlier that day allowing her grandson, 18-year-old Ashton Carpenter, to remain in the home despite her efforts to evict him.

Deputies said the dispute escalated when Ashton returned with relatives and Cathy opened fire. After refusing to exit the home or speak with negotiators, the SWAT team entered and safely took her into custody by 3:30 pm.

According to WSOC, family members said that Carpenter had previous violent behavior, including a recent attempt by Cathy to hit them with a frying pan. They also claimed to have contacted the Department of Social Services for a mental health evaluation, but the agency declined to intervene.

The sheriff’s office confirmed the case remains under investigation.
