Last Friday, Splawn stopped by Sam’s Mini-Stop on Concord’s Old Charlotte Road and purchased a Millionaire Bucks scratch-off ticket with a $20 bill.

He then immediately drove up to Raleigh to claim his prize money, where the lottery headquarters gave him the choice of taking a $1 million annuity that has 20 payments of $50,000 a year or a lump sum of $600,000.
