NC’s New Rideshare Tax, Digital ID, and Retirement Change Laws Go Into Affect on July 1st

Starting July 1, several new laws will take effect North Carolinians, impacting transportation, identification, and public employee benefits.

  • House Bill 259 – Transportation Commerce Tax
    A new tax of 1–1.5% will apply to all rideshare and taxi trips to fund highway maintenance.

  • House Bill 199 – Mobile Driver’s Licenses Legalized
    Digital versions of state-issued driver’s licenses will now be accepted as legal ID across North Carolina (read more info on IDScan.net).

  • House Bill 50 – New Law Enforcement Retirement Options
    Officers with 30+ years of service can now choose between two retirement payment methods, with one permanent selection required.

  • House Bill 477 – Death and Retirement System Changes
    Updates to LGERS and TSERS clarify benefit processes and ensure lump-sum death payments for eligible public employees.
