The North Carolina Department of Labor (NCDOL) has launched a new public website to help lodging establishments and vacation rental property managers comply with a forthcoming state law aimed at preventing human trafficking.
Beginning July 1, 2025, all lodging and vacation rental operations must comply with N.C. Gen. Stat. §130A-511 and §42A-39, which mandate human trafficking awareness training for applicable employees and contractors. Covered roles include housekeeping, maintenance, check-in/check-out, and food or beverage service. The training must be completed biannually and be approved by NCDOL.
Employers will also be required to implement formal reporting procedures and maintain records demonstrating compliance with the new regulations.
NCDOL’s new website — labor.nc.gov/human-trafficking — offers free resources including training materials, guidance on reporting suspected trafficking, downloadable signage, and a frequently asked questions section.
The law also applies to accommodation facilitators, such as online rental platforms, which must notify property managers about compliance requirements and ensure certifications are in place before listings go live.
Failure to comply could result in fines of $500 for a first offense, $1,000 for a second, and $2,000 for any subsequent violations. Intentional misstatements regarding training completion may be treated as unfair trade practices under state law.
